I'd just drop the 'Syntax description inherited from the specification.' and
add that after the table. Ditto elsewhere.

Same here. I think these two specs are actually one and the same. By using a
biblio reference you can just say: "according to the HEVC/H.265 specification"
where 'HEVC/H.265 specification' is a link to the actual spec(s).
